At the first meeting, Dr. Kemble explained his idea of an All Payer plan, which allows existing insurance providers to remain in place, but, they would be required to share a global budget, and to provide One Plan to everyone, which eliminates co pay, deductibles, actually covers serious illness, fixes delivery issues which result in denial of care to people on Medicare, and still costs less than what we pay now.
